Youth Precinct Skatepark Concept Design

In July 2025, Council endorsed the Updated Youth Precinct Masterplan which kicks starts the next stage of the project - detailed design.

During the public consultation period for the updated plan a lot of interest in the precinct’s skatepark was expressed and the City received suggestions from the community on how the skatepark could potentially be improved.

Due to the precinct's location on the Foreshore and the skatepark being only one of a number of activities and amenities youth said they wanted in the space the construction of a skatepark at this location has a number of constraints which are covered in the FAQs.

Therefore, on 3 September 2025 the City held a Drop-In Session to gather feedback from the City's avid skatepark users on the concept design.

The Youth Precinct isn’t very big, can it be made larger?

The Precinct sits amidst a number of key facilities on the Foreshore including Stow Gardens, the Yacht Club and Regional Sounds. The Precinct’s adjacent grassed areas are required for community events and activities that are held regularly throughout the year, therefore, it cannot be made larger.

The skatepark seems small, how does it compare to other skateparks?

The proposed skatepark has a skate bowl area of 135m2, a peripheral skate area of 395m2 and a total skate area of 461m2. Although this skatepark is comparable in size to other parks, the City’s premier park is the Wonthella Skatepark.

Can the skatepark be made bigger?

The skatepark component was one of a number of activities and amenities the community said they wanted in the Precinct which included the Rage Cage, ziplines, trampolines, parkour, swings and a large shade structure with tables and benches. Increasing the size of the skatepark would mean one or more of these prioritised activities or amenities would need to be removed and would disregard what young people said they wanted included in the Precinct.

Who came up with the skatepark concept design?

The concept design was developed by project consultants GHD in consultation with Skate Sculpture one of the most creative and trusted skatepark designers/builders in Australia.

Why doesn’t the design feature any deep bowls?

Building a deep bowl at this location is very tricky as the Foreshore features a mixture of sand and rock and the water table is only 1-1.5m below the surface. Bowls are created through a combination of digging into the ground and building up the sides which means constructing a deep bowl would require:

  • Costly engineering solutions to make sure the bowl doesn’t become buoyant when the ground water level changes during high tides and storms.
  • The use of drainage and pumping systems to continually pump water out of the system so the bowl stays dry.
  • The difficult and expensive removal of rock from the site.
  • Bringing in significant amounts of dirt to raise the base that would make the skatepark much higher than the rest of the Foreshore which wouldn’t look right.

Although these challenges can be overcome, they are costly and would require a significant amount of the allocated budget of $3.8 million to undertake, leaving the rest of the Precinct undeveloped which would be an unacceptable outcome for the community.

Will there be any seating for people to rest and watch?

Yes, seating will be incorporated into the final design.

 

When will the Youth Precinct be upgraded?

Construction on the project is estimated to begin in early 2026. Depending on the value of the tenders, a staged approach to the redevelopment of the Youth Precinct may be required.
